Minority and Indigenous rights

You cannot be denied the right to enjoy your own culture, practice your religion, and use your own languages if you belong to a minority or Indigenous group.

What does it mean?

If you belong to a minority or Indigenous group, you have the same rights as all other children. Article 30 places a duty on your government not to discriminate against you and to stop organizations and authorities such as schools from doing so. No one is allowed to use hate speech against you.

You are Indigenous if your ancestors are the original people of a place. You are likely to have unique languages, knowledge systems and beliefs, with a special relationship to your ancestral land.

You belong to a minority group if your ethnicity, race, language, or religion is different from those of the dominant group in your country. The term “minority group” doesn’t necessarily mean there are fewer of you. It means you’re part of a group that is subjected to oppression and discrimination by those in power. Even if there are fewer of you, it does not give the “majority” the right to oppress you in any way. Groups who have been referred to as minorities include Black Americans; women; immigrants; and Gypsy, Roma, and Traveller people. Most Indigenous people are also in minority groups.

What’s the reality?

There are about 5,000 minority groups in the world, spread across nearly every country. Children from Indigenous and minority groups routinely face discrimination. They may have to repress their identity, their history is unlikely to be taught in schools, they may not be able to speak their own language freely or enjoy their culture’s traditions. For centuries, minorities have been victims of scapegoating, persecution, and even genocide.

If you belong to a minority group, your country’s majority or ruling population is likely to see you as “different.” As you grow up, you may often be excluded from your country’s ways of doing things. For example, more than half of children excluded from school around the world are from minority or Indigenous groups. There are many possible consequences, such as being more likely to experience long-term poverty and your government paying less attention to your needs.

Since 2017, China has imposed a “Strike Hard against Violent Terrorism Campaign,” which actually targets minority groups for their faith, ethnicity, and culture. It has involved the unlawful detention and imprisonment of about a million Uyghur and other Turkic Muslims, who are minority groups living mostly in Xinjiang province in northwestern China. People are labelled “extremist” if they refuse to watch state television, have an “abnormal” beard, wear a veil or headscarf, pray regularly, fast, or avoid alcohol. Children have been forcibly separated from their parents and sent to state-run child welfare institutions and boarding schools. They are not allowed to contact their parents. Many of their other rights are also violated, including their right to speak their own language and know their cultural heritage. Numbers are not known, because of intense government control and surveillance, with severe punishments for anyone who speaks out.
